The documentary produced in collaboration between Estonia and Finland tells about Sillamäe, a former strictly classified mining town in East-Viru county. The town "inherited" the depository of radioactive waste during the Soviet time.

Legacy is a documentary about the „closed city“ of Sillamäe – a city that Stalin founded for the needs of the first atomic bomb built in the Soviet Union. The local Estonian population was almost entirely relocated and the neoclassical resort town was virtually rebuilt for the Soviet elite working in the uranium enriching factory. The inhertance that period left is a complex one – including a radioactive tailing pond. Estonian filmmakers with the director of the documentary, Riho Västrik, repeated Alexander Theodor von Middendorff's expedition to the less known areas in Siberia.

Alexander Theodor von Middendorff (1815 – 1894), Russian scientist of Baltic German and Estonian origin, organized a scientific expedition to Taymyr Peninsula, the Northern end of Eurasia in 1842-1845. Century and a half later a group of Estonian scientists took the same route. The filmmakers faced the crisp arctic tundra with thousands of birds and wild reindeers and met the native people whose forefathers once gave directions to Middendorff in order to reach the Arctic Ocean.

Documentary about the situation in Paldiski and Pakri islands after the Soviet army left Estonia in 1994.

After the Bases Agreement that was imposed on Estonia by the Soviet Union in 1939, Paldiski became a Soviet military base. In the beginning, after the World War 2, the town was also open to local Estonians; however, the decision that was made in 1962 to establish a training center for Soviet nuclear-powered submariners made Paldiski a closed military town for 30 years. Documentary talks about the radioactive pollution areas left by the Soviet Empire.

One of the legacies of the Soviet era is radioactive pollution - an important example of the colonial policies of USSR to illustrate reluctance to act in an environmentally friendly way. Among the biggest producers of radioactive pollution in Estonia were Sillamäe Uranium Enriching Factory; the burial place of radioactive waste in Saku; underground ignition complex of nuclear rockets near Valga; and the training centre of submarines in Paldiski. An ancient Khanty bear feast ritual, estimated to be about 3000 years old, was filmed in Western Siberia, in Khantia-Mansia, at the Agan River, a tributary of the Ob, in September 1985 and in August 1988. Participants in the ceremony held at a Khanty summer camp included singers of old songs who travelled to the ritual place from several hundred kilometres away.
