After the Bases Agreement that was imposed on Estonia by the Soviet Union in 1939, Paldiski became a Soviet military base. In the beginning, after the World War 2, the town was also open to local Estonians; however, the decision that was made in 1962 to establish a training center for Soviet nuclear-powered submariners made Paldiski a closed military town for 30 years. In 1968, the training center started to educate the crew members of nuclear-powered submarines.
