Rein Mikke, born as an Estonian citizen, was adopted by Russian parents in 1950s. Now he is trying to overcome bureaucratic obstacles and restore his Estonian citizenship and related rights.

Born as an Estonian citizen in Viru county, Estonia, in January 1950, Rein Mikke was involuntarily adopted by the employees of The People's Commissariat for Internal Affairs (NKVD) and his name was changed to Vladimir Levchenkov, later Aleksey Levchenkov. Originally an Estonian citizen must acquire another citizenship while living in his homeland due to the fact that the act of involuntary adoption remained lawfully valid and Mikke's identity was proved only by his red passport. The Tallinn - Kaliningrad bus crosses three borders during one night. Estonian - Latvian, Latvian - Lithuanian and Lithuanian - Russian. It rides on the territories of four countries. The reason for the film about this bus is, at the very lest, because things are not as they were some times ago (during the USSR) and will not be like that in the not so distant future (when the three Baltic States will be in the EU).

The bus line from Tallinn, the capital of Estonia, to the Russian city of Kaliningrad was opened decades ago, at the time when Estonia, Latvia, Lithuania and also Russia were part of the Soviet Union — a society where there were no intra-country borders. In May 2004 the Baltic States joined the European Union and now, the Tallinn-Kaliningrad bus has to make three border crossings during one night — Estonia-Latvia, Latvia-Lithuania and Lithuania-Russia. Laigna sincerely talks about himself and his development as a personality. His comprehensive monologue expresses self-confidence and total self-assurance. As the chief inspector of Estonian defence army, Laigna positions himself between the attitudes of a soldier, a priest, a philosopher, a wizard, a king and an artisan while defining the world and himself.

Every year, Estonian customs authorities forfeit goods worth of tens millions of Estonian kroons. The documentary explores the ways prohibited goods are detected and what will happen to the contraband items. The protagonist of the film is Tõnu Pärk, the chief specialist at Tallinn Customs Inspectorate, whose daily job is to detect contraband goods and decide on its destiny. Pärk who has graduated from the department of medical science introduces the filmmakers his daily tasks at the customs inspectorate, including seizing, storaging and extinguishing contraband goods.
