He tells the journalists about the Soviet occupation in the Baltic States, the political awakening of the Baltics and their struggle for democracy and independence; also, about the dramatic events that took place in Riga and Vilnius in January 1991. Next to Bob Rae there are representatives of Lithuanian and Latvian refugee organizations.

The documentary begins and ends with the episodes of crackling logfires and rippling waves in summer 1990 by the Estonian coasts where 46 years ago the boats filled with refugees left Estonia across the stormy Baltic Sea. Photographs, rare film footage and personal recollections of refugees express their journey and the further destiny of the refugees during the first post-war years. The film is an emotional mosaic about the great saga of escaping the war.
