The lecturers of Baltic origin founded the Baltic University in the post-war desolated Hamburg in 1946. The idea to establish a university for refugees was proposed by professor Fricis Gulbis, a former vice-rector of the University of Riga. In Hamburg he met with representatives from other Baltic states and together they tried to get the approval for starting with the academic courses. The university had a successful beginning, yet soon various issues emerged. One could not use the word "Baltic" any more.
