Estonian filmmakers' crew visits the capital of the USSR and collects the opinions of the residents of Moscow about democratizing and perestroika. FIlmmakers interview people in the street, factory workers, journalism students, family people and journalists. Camera moves along with the interviews: episodes from the streets of Moscow, a factory, a TV studio, University of Moscow, a family home etc. There are all kinds of opinions. In general, people support perestroika.
