"Call by the sea" is the last film of the trilogy of sea-related films directed by Toivo Kuzmin. The documentary talks about the problems in the field of Estonian shipping, preparing and educating the young marines. The filmmakers observe the entrance exams at the Estonian Nautical School, life at the school and at sea. The question of marine education is discussed by the headmaster of the nautical school, head of Estonian Shipping, head of fish industry, ship captains, marines and students of the nautical school.
