Propaganda film constructs an ideological character of an enemy even if the borderlines of the portrait are vague and scattered: the foreign tourists visiting Tallinn, nameless representatives of religion from Estonia and abroad. Photo and film frames introduce the degradation of the Western society. As the filmmakers provide their resume: while fighting against the Communist ideology USA intelligence has admitted that the church is an effective means of fight - it helps to filter in the enemy's territory and to guarantee a base for fifth column activities.
