Before the start of the Commission on Security and Cooperation in Europe (CSCE), the foreign ministers of Estonia, Latvia and Lithuania had to leave the room No. 2 where they could enter according to their status of special guest. Roland Dumas, the foreign minister of France, explained that he was made to take back the invitation to the foreign ministers of the Baltic states to participate as special guests at the meeting of CSCE.
