Konstantin Päts, the President of the first Republic of Estonia, holds a speech in Latin for greeting the international conference of disarmament that took place in Geneva in 1932. The film begins with the English commentary saying that Päts wants to express a few thoughts about disarmament, after having inspected the defence army.
