Debut film directed Roman Baskin is an artistic caricature of totalitarian society, depicting the protagonist's arrival at an isolated city. The film was set in Sillamäe – an Estonian town where one could enter only with special permission during the Soviet times since bombs were made there. There was a factory of enriching uranium. The city called Vernanda was used as a generalization to illustrate the functioning of totalitarian society and its influence to those living under the Soviet regime.
