The documentary has recorded scenes about numerous responsibilities of a head of rural municipality and social activist. Ülo Leib, a chairman of the soviet council of Kanepi village, has many duties: he works as a lecturer and a propagandist, takes part in the duties of the office of law and order maintenance, in the school photography club and in nature protection society. He has also worked as a head of cultural centre, a conductor and head of orchestra, an envoy and a member of the defence league district.
