It is the town where everyone can draw whatever he or she wants and where the town authorities tolerate street art. Tartu is the place where street art excursions are held and the only street art festival in Estonia takes place. But how are then the mysterious artists moving aroudn with spray bottles in the dark shadows of the night and why they are doing this?
